In an alternate DC universe, Superman has become the tyrannical ruler of Earth. Almost everyone on Earth backs his view of complete (and lethal) crackdown on crime, everyone except Batman and a few select others called the Insurgency. The Insurgency transports 6 heroes (and one villain) from another DC Universe to help fight Superman. A lot of fighting ensues.
